What happens to accented letters?
They're folded to plain ASCII before slugging — café becomes cafe, Łódź becomes lodz, straße becomes strasse. Central and Eastern European letters are covered, not just French and Spanish ones.
What about Cyrillic, Greek or Chinese titles?
They are kept as they are, because there is no honest ASCII for them. A slug of москва is a working URL in every current browser; deleting the letters would leave you with an empty slug and a broken link.
Can the slug have double hyphens?
No — runs of symbols and spaces collapse to a single hyphen.
